While the Siege event ties up the giant Marvel events over the last number of years (Civil War, Secret Invasion, Dark Reign), this issue in particular provides a fleshed-out ending for the era. This primarily occurs by giving Captain America a soapbox towards the end of the issue.
I provided a rating of 3, as it really depends on your involvement in these storylines. Those who have been following these events, particularly Civil War, I think, will be more interested than others. I was just going to review and not rate, but the system requires it :)
